I believe that bill did get past, so from there, I assume there are at least 6.25 million that doesn't really take into account those that died during the war, but going from TCW, they did seem to be constantly producing clones, so I wouldn't call it far fetched to assume there are at least 10 million if not more. Seriously though? Five million should not be able to make a galactic republic bankrupt. There was that episode in TCW where they wanted to add 5 million clone troopers to the army, but there was a fear of going bankrupt.
